Noise Complaints
The City Council has enacted a noise ordinance that states "It is the policy of the City that the public peace, health, safety, tranquility and general welfare of residential districts and the community as a whole requires protection from unnecessary, excessive, unreasonable and annoying noises..."
Generally noise is limited to 100dBA as measured at the property line. The operation of any tools, or equipment used in construction, repair, alteration, demolition or landscape maintenance. Home workshop and gardening equipment (Exception is leaf blowers) is exempt from that noise limit, but is limited to 7:30 AM to 8:00 PM, Monday through Friday, and 9:00 AM to 8:00 PM on Saturdays, Sunday, and holidays.
Leaf blower operation in or within 100 feet of a residential district is limited to 8:00 AM to 5:00 PM Monday-Friday, and 9:00AM to 5:00PM Saturday. No leaf blowers may be used on Sundays or holidays.
"Loud Party" (Unruly Gathering) Complaints
The purpose of the Loud Party ordinance is to assist the police department in controlling unruly gatherings/parties, to defray the cost of providing an emergency response during a second or subsequent call to such disorderly social events or gatherings, and to deter noisy, dangerous gatherings which are public nuisances, disturb public peace and threaten the general public welfare.
A “Disorderly social event or gathering” is a party or other gathering which occurs on or adjacent to private property in the city and to which a police officer at the scene determines is a public nuisance or threat to the public peace, health, safety or general welfare.
F.C.M.O. 9.45.030 allows for the charging of the responsible party when a second response is needed on a noisy party complaint.
