Administrative Division
The Administrative Division is headed by Captain Martin Ticas.
The division is comprised of:

Communications Bureau
Dispatchers are often the first point of contact for those in need of police, fire or emergency medical services, providing 9-1-1, emergency and non-emergency services 24 hours a day, seven days a week. Dispatchers provide information to the public and outside agencies, process and prioritize requests for service, and frequently handle potentially life threatening situations such as:
- Crimes in Progress
- Domestic Violence
- Suicidal Subjects
- Medical Emergencies
- Fires
Dispatchers are trained in the use and processing of Telecommunications Device for the Hearing-Impaired (T.D.D.) calls, 9-1-1 calls, and both emergency and non-emergency calls for service.
Crime Prevention Bureau
The Crime Prevention Bureau offers a variety of crime prevention programs and services to help residents and businesses reduce crimes of opportunity in our community.
Investigations Bureau
The Investigations Bureau (A.K.A. Detective Bureau) consists of a Sergeant and two Officers. The function of the Investigations Bureau is to perform follow-up investigations into serious and involved crimes that require specialized training or are too complex to be handled by the patrol division alone.
Detectives typically:
- Receive preliminary investigations
- Assess leads
- Contact witnesses
- Interview suspects
- Prepare and serve search warrants
- Prepare cases for presentation to the District Attorney
- Conduct crime analysis to assist in the identification of suspects, or to predict criminal activity
- Do not normally take initial reports of crimes, although they are always available to the public for questions, advice, and to receive information regarding crimes.
Detectives usually work normal business hours, wear business attire, drive unmarked vehicles, and have all the discretionary powers to stop, detain, and arrest that uniformed officers have. Detective assignments are typically a three year rotation, and serve as an important development opportunity for our officers.
Records Bureau
The Records Bureau provides:
- Public assistance at the front counter
- Processes, distributes, and maintains public record information
- Processes criminal warrants, subpoenas, and civil orders to meet state and local mandates
- Enter police reports and records into various automated and manual systems for data collection and to remain in legal compliance.
Youth Services Bureau
The Youth Services Bureau consists of one Detective (Police Officer). The emphasis of this unit is to work in coordination with the youth of Foster City, the schools, and other County agencies. The Bureau offers numerous programs, as well as conducts investigations where juveniles are involved.
