Inclusionary Housing
Guided by Foster City's Housing Element of the General Plan (H-E-2) Foster City's Inclusionary Housing Program (also known as "Below-Market-Rate Program") aims to create housing affordable to very low, low, and moderate income households in new buildings.
For all large residential projects, the City requires that 20% of the units, excluding bonus units be affordable (an inclusionary requirement). The City applies its inclusionary requirements through a process of working with the developer and the community to offer a number of incentives. Incentives offered by the City include density bonuses, funding (if funds are available), development standards flexibility, and reduced processing time.
