Chapter 4 - Housing Element

California’s Planning and Zoning Law (Government Code Sections 65000 et seq.) is the framework for local land use regulation. It requires every city to adopt a general plan for its physical development.

On March 20, 2024, the City Council adopted City Resolution No. 2024-17 adopting minor revisions to the 2023-2031 Housing Element Update following adoption by the Planning Commission of Resolution P-2-24 recommending approval.

On May 22, 2023,  the City Council adopted City Resolution No. 2023-48 that certified the Environment Impact Report (EIR)) for the 6th Cycle Housing Element (2023-2031) and Safety Element Update, adopted environmental findings, and adopted a Standard Conditions of Approval and Mitigation Monitoring and Reporting Program.  (View Draft Environmental Impact Report and Responses to Comments)

On May 22, 2023, the City Council adopted City Resolution No. 2023-49 that rescinded the 2015-2023 Housing Element and adopted the 2023-2031 Housing Element Update and related amendments to the Land Use and Circulation Element of the General Plan.
