DEFINITION:
An engineering support position performing drafting and computation work; field surveys; construction project inspections, providing compilation and distribution of data and maps, monitoring traffic engineering, and receiving, handling and recording applications for transportation and encroachment permits.
 
DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:
This is a full-time, non-exempt position expected to handle complex and broader range projects. This position requires minimal supervision and direction, providing coordination of engineering support functions and demonstrating initiative in analyzing and resolving problems.
 
SUPERVISION EXERCISED AND RECEIVED:
Receives supervision from the City Engineer or his / her designee.
 
IMPORTANT AND ESSENTIAL DUTIES:
Performs drafting work in the preparation of plans for street, building, utility systems, surface and underground structure improvements; prepares maps, plans and layouts; plots cross sections; maintains records of right-of-way transactions and maps; prepares and verifies deeds, agreements, releases and related documents; processes and maintains permit applications, deposits and files including transportation, banner, temporary placement, utilities construction, and improvement construction permits; reviews contractor submittals of plans and specifications on various construction projects; checks for code conformance and prepares encroachment and trucking permits for issuance; gathers and tabulates statistical data, compiles data and cost estimates from maps and drawings; performs construction inspections and prepares field notes and reports on various projects, including water, wastewater and storm drain systems, street repair and excavation, lagoon repair and maintenance, and traffic plans; performs survey operations; calculates distances, ties, angles, areas, traverses and closures; supports traffic engineering activities with field and office investigations; surveys and reports on accidents and conditions; sets traffic counters, collects data; maintains plan files; revises and updates maps and other engineering data; reviews and checks technical aspects of subdivision maps; maintains engineering supplies and equipment; monitors supplies budget; responds to public and staff requests; provides data management and analysis on a variety of Citywide and department-specific software applications; prepare reports and analyses to project managers.
 
JOB-RELATED QUALIFICATIONS:
 
Knowledge, Skills and Abilities:
 
Knowledge of:  engineering mathematics, principles and concepts; principles, practices and methods of drafting and surveying, civil engineering design, public works construction; property lines, right-of-way, easements, deed descriptions, traffic investigation, survey and report activities.
 
Skill in:  drafting and surveying methods and instruments; observing and reporting construction project details according to plans; efficient operations of computers and engineering computer programs.
 
Ability to:  effectively use computer-aided drafting and data management software; perform high-level mapping and drafting; perform property record research; prepare plans for engineering projects, perform field inspections using standard methods; make accurate notes and sketches and prepare progress reports; assist in the preparation of traffic engineering studies and reports; make mathematical calculations; assist in coordinating project details with engineering staff, contractors and other vendors; establish and maintain friendly, courteous and cooperative working relationships with other employees and the public.
 
EDUCATION AND TRAINING GUIDELINES:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
 
Education:  Graduation from high school or the equivalent; college courses in engineering or drafting desirable.
 
Experience:  Four years of full-time, paid experience in municipal engineering, including drafting and surveying. Up to two years of college education in engineering or drafting may be substituted for the required full-time experience on a year for year basis.
 
SPECIAL REQUIREMENTS:
Ability to physically investigate construction projects in rough terrain and variable weather; observe construction and engineering details and communicate effectively both verbally and in writing; ability to sit and operate computers for long periods of time; learn and retain project information and provide status updates.

Licenses:  Possession of a valid Class C California Drivers License and a good driving record.
