| DEFINITION: |
| Plans and supervises the activities of firefighting personnel in preparation for and performance of response duties to fire, rescue and medical emergencies; directs subordinate personnel to ensure that Fire Department Procedures Manual and City Rules and Regulations are adhered to; participates in training, prevention, and company inspection procedures. |
| DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS: |
| This position is distinguished by the supervisory role in responding with company personnel, equipment, and apparatus to fire and medical emergencies. Requires periodic assignment to the function of shift platoon commander. |
| SUPERVISION EXERCISED AND RECEIVED: |
| Supervises firefighting personnel. Receives direct supervision from the department's Operations Chief, as well as indirect supervision from other Chief Officers. |
| IMPORTANT AND ESSENTIAL DUTIES: |
| Responds with personnel, equipment, and apparatus to fire, rescue, emergency medical and hazardous materials incidents; maintains discipline, supervises, and evaluates the performance of firefighting personnel and makes recommendations for disciplinary action within department and city policies, rules and guidelines, inspects, tests, and assures readiness of equipment and apparatus. As an emergency medical technician (EMT-D), provides emergency medical services as required and performs light to heavy rescue functions at emergencies; performs fire prevention activities, company level inspections as assigned and participates in public education for members and groups in the community. When performing Paramedic duties: respond to medical emergency calls; evaluate conditions of patient(s); take and monitor vital signs; communicate with Base Hospital and Emergency Medical Dispatcher; select and implement a course of medical action based on patient medical conditions; establish intravenous medications as required; interview patients and witnesses; observe evidence at the scene; coordinate with transport personnel; work closely with Fire Emergency Medical Technicians at the scene; complete reports, and ensure that all equipment and supplies are available in working order; may train other personnel or civilians in CPR techniques and EMT skills; prepare thorough after action alarm reports as well as in depth technical staff reports that support the mission of the department; create and foster effective working relationships in the department among all ranks and with other city departments and employees. |
| OTHER JOB-RELATED DUTIES: |
| Makes recommendations on department practices, policies and procedures. Attends meetings, conferences and training sessions to keep current on technical standards and supervisory expertise. Attendance includes both on and off duty time, in compliance with current FLSA requirements. |
| JOB-RELATED QUALIFICATIONS: |
| Knowledge, Skills and Abilities: |
| Knowledge of: principles of supervision, time and project management; techniques and equipment used in modern firefighting, protection of life and property, and fire prevention; building construction related to fire control and fire investigation, emergency medical services and rescue practices. |
| Ability to: understand, interpret and act in accordance with department rules, policies and standard operating procedures and demonstrate skill in applying these toward specific situations; direct fire personnel and companies at fire scenes, hazardous materials incidents and medical and rescue situations. |
| EDUCATION AND TRAINING GUIDELINES: Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be: |
| Education: Graduation from high school or equivalent; possession of 30 units in Fire Science with at least six (6) units in supervisory management; an Associate Degree in Fire Science, or State certification as a Fire Officer, or the ability to obtain such prior to the completion of probation. |
| Experience: Four (4) years of full-time, paid experience as a firefighter. |
| SPECIAL REQUIREMENTS: |
| Normal hearing and vision, or correctable to a normal level: possess physical strength, endurance, agility; produce extreme effort and energy for periods of time in highly stressful situations, apply knowledge of the streets, water mains and building complexes within the city, utilizing this information when in command of emergency situations; provide appropriate instruction to line personnel in both classroom and field applications of the principles of fire control and emergency medical services; remain accountable for the safety and welfare of others while working as a team leader to abate an emergency. |
| LICENSES, CERTIFICATES, REGISTRATION: |
| Licenses: Possession of a valid Class B, or Firefighter Restricted California Driver?s License. Valid certificate to practice as an Emergency Medical Technician (EMT) in the State of California. |
