Foster City Levee Improvements Project Recognized for Excellence

Following its completion as Foster City’s largest ever infrastructure project, the Levee Improvements Project received recognition for excellence from a variety of engineering and industry associations.

In the past year, the project has received the following awards and honors:

  • California Trails and Greenways Program: Merit Award for Development Category (March 2024).  
  • Construction Management Association of America (Nor Cal Chapter): Project Achievement Award in Infrastructure between $50M to $99M Category (April 2024).
  • American Public Works Association Silicon Valley: Project of the Year Award in Environment Category (April 2024).
  • Floodplain Management Association: Award of Excellence (June 2024).
  • Engineering News Record: 2024 Best Project Award of Merit in Water/Environment Category (August 2024).
  • American Society of Civil Engineers San Francisco Section: Outstanding Flood Management Project (September 2024).

“We are proud and honored to receive these recognitions from so many prestigious organizations,” said Public Works Director Andrew Brozyna. “Completing the Levee Improvements Project was a landmark achievement for the Foster City community, and it is fantastic that our national, regional, and local partners acknowledge its significance and excellence.”

The Levee Improvements Project began in 2014 when the Federal Emergency Management Agency (FEMA) determined that the Levee did not meet the minimum criteria for flood protection. To maintain FEMA accreditation and keep Foster City properties out of the flood zone, Foster City voters approved Measure P in 2018 with nearly 81% support, authorizing the City to issue a $90 million general obligation bond to improve and strengthen the Foster City levee system. 

Construction for the Levee Improvements Project began in October 2020. Over the subsequent years, the contractor and City collaborated closely to improve the levee and enhance the Bay Trail, reopening the trail in three phases. Foster City restored full access to the Bay Trail in October 2023, and a ribbon cutting ceremony celebrating the project’s completion took place at Shorebird Park in February 2024. The Levee Improvements Project will help protect Foster City from the threat of sea level rise and flooding for years to come, while also providing a tremendous recreational amenity for the community to enjoy.
