Parks Master Plan Development
The City of Foster City is accepting proposals for firms to assist the City in re-envisioning the Foster City Park System. Proposals for the Park System Master Plan should demonstrate strategies to:
- Address fiscal sustainability
- Address environmental sustainability
- Mitigate labor intensive areas
- Identify the highest and best use of the Park System based on current community demographics and future projections for the next 20 years
- Prioritize projects into a 20-year Parks Maintenance Infrastructure Parks Capital Improvement (CIP) Program
There are eight (8) deliverables associated with the base proposal and four (4) additional deliverables associated with the proposal alternates:
Phase I
- Project Schedule
- Report – Demand Analysis
- Report – Community Outreach
- Table / Matrix – Infrastructure Replacement / Useful Life Recommendations
Phase II
- Matrix – User Fee Schedule and other Revenues
- Report – Policy Best Practices
- Report – Employee Maintenance Staff vs. Contractual Maintenance Services Analysis
- Final Report – Parks Master Plan Executive Summary and Accompanying 20-year CIP
Proposal Alternate(s)
- Report – Utility Forensics
- Report – Tree Assessment
- Fee Nexus Study
- Report – Comparison of Parks and Recreation Resources
Proposed Timeline
October 3, 2018 from 10 AM to Noon – Mandatory Pre-bid Meeting
October 18, 2018 at 2 PM – RFP Responses Due
November 7, 2018 – Top 3 Proposals Chosen/Notified by City Staff
November 15, 2018 – Interviews with City Staff
December 17, 2018 – Award Contract to Consulting Firm
