The City of Foster City is accepting proposals for firms to assist the City in re-envisioning the Foster City Park System.  Proposals for the Park System Master Plan should demonstrate strategies to:

  • Address fiscal sustainability
  • Address environmental sustainability
  • Mitigate labor intensive areas
  • Identify the highest and best use of the Park System based on current community demographics and future projections for the next 20 years
  • Prioritize projects into a 20-year Parks Maintenance Infrastructure Parks Capital Improvement (CIP) Program

There are eight (8) deliverables associated with the base proposal and four (4) additional deliverables associated with the proposal alternates:

Phase I

  1. Project Schedule
  2. Report – Demand Analysis
  3. Report – Community Outreach
  4. Table / Matrix – Infrastructure Replacement / Useful Life Recommendations

Phase II

  1. Matrix – User Fee Schedule and other Revenues
  2. Report – Policy Best Practices
  3. Report – Employee Maintenance Staff vs. Contractual Maintenance Services Analysis 
  4. Final Report – Parks Master Plan Executive Summary and Accompanying 20-year CIP

Proposal Alternate(s)

  1. Report – Utility Forensics
  2. Report – Tree Assessment
  3. Fee Nexus Study
  4. Report – Comparison of Parks and Recreation Resources

Proposed Timeline

October 3, 2018 from 10 AM to Noon – Mandatory Pre-bid Meeting
October 18, 2018 at 2 PM – RFP Responses Due
November 7, 2018 – Top 3 Proposals Chosen/Notified by City Staff
November 15, 2018 – Interviews with City Staff
December 17, 2018 – Award Contract to Consulting Firm
