Sexual Assault Suspect Arrested

On 8/31/2019, at approximately 3:30 p.m., a 23-year old woman was the victim of a sexual assault while jogging on the pedway in the area of the 100 Block of Port Royal Avenue in Foster City. The suspect rode up to the victim on a bicycle and attempted to engage her in a conversation. The victim stopped jogging to see what the suspect wanted. She then tried to go around the suspect, but stumbled and fell because he was blocking her path with his bicycle. The suspect grabbed at the victim and she fought back causing the suspect to stop assaulting her and flee the area on his bicycle. Afterwards, the victim walked home and called the police department to report the assault.  

An FCPD officer responded to the victim’s residence and obtained a statement that included a detailed description of the suspect and his behavior. Based on the similarity between this newly reported incident and a similar one that occurred in Foster City on July 30, 2019 that resulted in an arrest, the victim was able to positively identify the suspect who assaulted her earlier that day. FCPD Officers subsequently went to several residences in San Mateo in an attempt to locate the suspect identified by the victim as the man who sexually assaulted her on the pedway. Officers eventually found and arrested the suspect after he ran from FCPD officers investigating the newest incident. Officers would determine that the suspect had just been released from jail on August 29, 2019 after posting bail for the original offense and arrest on July 30, 2019.

Booked into the San Mateo County Jail and charged with felony sexual battery, obstructing a police officer, and committing a crime while out on bail was 19-year old San Mateo resident, Bryan Kennis Lopezcruz. Lopezcruz’ new bail has been set at $100k.

The Foster City Police Department would like to remind community members to be aware of the activity around you and to call the FCPD about any suspicious behavior or activity seen, which hopefully can include a description of the involved parties, any associated vehicles, and their last known direction of travel.
