Foster City Police Chief Tracy Avelar Installed as President of the California Police Chiefs Association

Foster City Police Chief Tracy Avelar was sworn in as 59th president of the California Police Chiefs Association (CPCA) on May 21st, 2024, for a one-year term, following her election by the Board of Directors.
Chief Avelar brings extensive experience to the position of President of CPCA, having been in law enforcement for 22 years. She was appointed chief of police for the Foster City Police Department in 2019 and has served in every rank in the department since she was hired as a police recruit in 2002. Chief Avelar was appointed to the CPCA Board of Directors in 2020 and was elected Vice President in 2022. She has served the association in a variety of capacities, including chair of the Law & Legislation and Finance Committees and member of the Political Action Committee.

As the second female president, I am particularly proud to represent the progress and diversity within our organization. Together, we will continue to advance public safety, foster collaboration, and uphold the highest standards of policing in California,” said Chief Avelar.
Chief Avelar brings strong credentials, including a bachelor’s degree in Criminal Justice Management from Union Institute and University and a master’s degree in in Homeland Security from the Naval Postgraduate School, Center for Homeland Defense and Security. She is also a graduate of the Sherman Block Leadership Institute and LAPD Leadership Academy.
The California Police Chiefs Association represents the state’s 334 municipal police chiefs whose agencies serve over 39 million residents in California.
