On 3/25/2019, at approximately 9:03 p.m., Foster City Police Officers responded to Edgewater Park on a report of a small, grey vehicle doing doughnuts in the park. Before officers could arrive, the suspect vehicle left the park southbound on Edgewater Boulevard. During a search for the suspect vehicle, a resident reported that a man had just stolen a gas canister from the garage of his home and drove away in a small, grey vehicle. While officers investigated the theft, another person reported that a man driving a small, grey vehicle attempted to carjack her vehicle earlier that night while at the Arco Gas Station at E. Hillsdale and Edgewater Boulevard. The suspect and his vehicle were reported to be in the Schooner Bay Apartment Complex lot, so officers responded to the complex to look for both.

When the first officer arrived, the small, grey suspect vehicle was located in the apartment complex lot unoccupied. The officer contacted a man and a woman standing in front of the garage area at the apartment complex and near the vehicle. When the officer asked if they had seen the driver, the man ran towards the suspect vehicle. The officer ordered him to stop, but the man got in the suspect vehicle and sped away. Two officers pursued the suspect vehicle northbound on Edgewater Boulevard. The suspect continued evading the officers until he reached the 600 block of Edgewater Boulevard, at which point the suspect vehicle spun out and came to a stop. The man exited the car and started to run away, but stopped when an officer ordered him to stop at gunpoint. The second officer was then able to take the suspect safely into custody.

The police department investigation revealed the suspect first attempted to carjack a woman at the Arco Gas Station, but after this unsuccessful attempt drove away in the earlier described suspect vehicle. Next, the suspect vandalized Edgewater Park by doing doughnuts on the basketball court and driving on the lawn causing significant damage to both. Then the suspect unsuccessfully attempted to solicit money from a resident living on Edgewater Boulevard. When the suspect could not get any money, he stole a gas can and drove away in the suspect vehicle. Lastly, in his attempt to get away from the officers, the suspect drove recklessly while feloniously evading pursuing police officers.

Booked into the San Mateo County Jail and charged with attempted carjacking, felony vandalism, theft of property, reckless driving, and felony evading police officers was 28-year-old, David Hernandez of Salinas.
