Library Air Conditioning (HVAC) Project

Description:

The air conditioning unit that serves the Foster City library unexpectedly stopped working in late Spring 2017. It was determined that a full replacement of the Air Conditioning Unit was necessary based upon the age and condition of the unit.

 

The Library building is owned and maintained by the City of Foster City. The Peninsula Library System maintains the library materials and staffing. Questions about the Library HVAC project should be addressed to the City of Foster City.

Given the scope of this replacement, it was determined to be a Public Project. The California Public Contracts Code and the Foster City Purchasing Ordinance set forth the process that must be followed for Public Projects. This process typically takes approximately 4-6 months to complete. Once the contract is awarded to the vendor, the build and ship lead time for the unit is 12 weeks. With these parameters, it is expected that the HVAC will be replaced in early 2018.

 

The City recognizes that the air conditioning will be out of commission in a heavily used building during the hottest months of the year and is working with Library staff to do everything possible to keep the building as comfortable as possible. The building's fan remains operational to facilitate air movement. Portable air conditioner units have been and will be set up to cool areas of the library where feasible. Programs are being moved from the Library to the Recreation Center and/or Community Center where appropriate.

The Library will remain open during the project. Here are a few ideas for making your visit as productive and comfortable as possible:

  • If your time is flexible, come to the library in the mornings or on cooler days.
  • Use the on-line catalog to search for materials before coming to the library, so you can get in and find your materials more quickly.
  • Visit other library branches. You can use the library's free "place a hold" service to send materials to other locations.

We recognize that this is an inconvenient situation for our Foster City residents. We are deeply apologetic and doing our best to reduce the impact of the circumstances. We are grateful for your patience as we complete this project.

Project Status:

We are currently developing the Plans and Specifications for the project. Plans and Specifications will be posted here once they have been approved by the City Council.

Tentative Project Timeline:

September 18, 2017 - City Council considers the approval of the plans and specifications and approval to publish notices inviting formal bids.

September 20 - October 6, 2017 - Notice inviting formal bids published and posted in a newspaper of general circulation.

October 11, 2017 - Bid Opening

November 6, 2017 - City Council Awards Contract

November 7, 2018 - February 1, 2018 - Build-up and shipping of new HVAC unit

February 1 - 14, 2018 - HVAC installation/commissioning

March 5, 2018 - Project Close-Out
