Description

CIP 301-703 consists of street rehabilitation and pavement maintenance on various streets in Neighborhoods No. 1 and No. 9. The rehabilitation project will help to increase and maintain the City’s overall Pavement Condition Index (PCI). The PCI is a numerical index used to indicate the general condition of a pavement. Design for the project was performed in-house by Public Works staff.  Along with the paving work, the project will be incorporating CIP 301-702, to include park pathway restoration work in five (5) City parks, which require general maintenance. 

Total funding in the amount of $3,500,000 is available in the approved project budgets for construction ($3,200,000 is provided by a combination of Measure A, Measure M, Gas Tax, and Measure W for CIP 301-703; and $300,000 is available from the General Fund for CIP 301-702).  Construction is anticipated to take approximately 4 months with an anticipated start at the end of May 2023.

The ongoing maintenance of public streets is essential to maintain the structural integrity, safety and accessibility of the City’s roadways and maintain an acceptable PCI for our city.  Continual improvements and maintenance lead to higher quality roadways at a lower cost.  The locations and type of treatments to be performed as part of CIP 301-703 are listed below:

Street Rehabilitation (including Base Repairs, Asphalt Milling, and Asphalt Overlay):

  • Pollux Court
  • Pilgrim Drive from East Hillsdale Boulevard to Harvester Drive
  • Niantic Drive Parking Spaces only along Erckenbrack Park

Preventative Maintenance (including Crack Sealing, Base Repairs, and Slurry Seal):

  • Pilgrim Drive from Harvester Drive to Harvester Drive
  • Comet Drive from Pilgrim Drive to Lurline Drive
  • Balclutha Drive from Foster City Boulevard to Matsonia Drive
  • Niantic Drive from Balclutha Drive to Polynesia Drive
  • Polynesia Drive from Foster City Boulevard to Lurline Drive
  • Lurline Drive from Comet Drive through Polynesia Drive
  • Constitution Drive from Chrysolopis Drive to Comet Drive
  • Chrysopolis Drive from Polynesia Drive to Constitution Drive
  • Polaris Avenue from Altair Avenue to Beach Park Boulevard
  • Argus Court
  • Arcturus Circle
  • Shell Boulevard from Catamaran Street to Beach Park Boulevard(Add Alternate)

An Add Alternate will be bid as an option to accommodate work being performed by Beach Park Elementary School. If the schedule allows, a portion or all of the work will be performed as part of this contract.  All locations identified above include striping and signage improvements, utility adjustments if necessary, and the retrofitting of existing non-compliant curb ramps in conformance ADA.
